Purpose of EU, UN, etc

I feel so stupid that I didn't see this earlier. 

To reduce competition.  If there are few independent countries, that increases the ability of politicians to loot the countries...as there is no escape route.

Absolutely. See, for example, the EU's campaigns against "tax havens" and efforts to tie bailouts to raising the corporate tax rate. Unlike the competitive governance camp, they've actually made progress in pushing countries in this direction. Let the race begin!
