This explanation dovetails well with Foseti's broken-window-policing hypothesis. I find it relieving to witness non-conflict between plausible arguments.
Per Sailer's recent 'Manhattan is Lake Wobegon' article---it seems that NYC is allowed to use 1970s rules of engagement in policing as well as testing and tracking in education. Too bad we can't export that to the rest of the nation, but the elite only permits that to itself.

Blogger forgot to port over the comment subscription when they changed the comment code. So I made a directory with bookmarks of the places I'd commented at. They've since fixed the subscription thing.
I've read you entire post and i found it quite interesting and yes out sourcing is a good step to earn money and to provide chances of growth in 3rd world countries.
