There otta be a law

The business of passing a new law or regulation shall have no fewer roadblocks and regulatory hurdles than the business of doing the thing that the law is regulating.

I think the author of the law should have to file paperwork, in triplicate, quarterly. Failure to do so results in said law being nullified.
The paperwork required to get a New York concealed carry permit would make a good starting template I think.
